Conference believes that the current General Teaching Council for Northern Ireland is not fit for purpose and should be dissolved.

Conference is concerned that teachers are required to pay for registration from a body which is controlled directly by the Department of Education with no input from the profession.

Conference is further concerned that the Department of Education is bringing forward proposals to create a replacement professional teaching body in Northern Ireland which is a non-departmental public body and designed to limit the voice of elected professionals.

Conference calls on the ICTU to work with affiliated teacher unions to ensure that any replacement body complies with the following principles:

  • Any replacement body must be genuinely independent and not be subject to veto by the Department of Education.
  • Teacher representatives should be restricted to those elected from the profession and appointed from the recognised trade unions.

Independent members of the new body should be independent of the profession and employing authorities
