Conference recognises that our health and social care system has a staffing crisis.  Conference further recognises that internationally educated staff bring benefits to our HSC and to our communities, however we also recognise that it is not without challenges for the individuals. 

When the HSC is seeking to actively recruit from overseas they should be complying with the Northern Ireland code of practice for the international recruitment of health and social care personnel. 

However when internationally educated staff apply directly for a post it is not clear what support and guidance they should be provided with.  Many managers incorrectly assume that no additional support is required and that can lead to a very unsettling and unfair experience for the staff member. 

Conference therefore calls on the NIC  ICTU health committee to work with the health unions to ensure that all aspects of the code of practice are put into practice irrespective of how the internationally educated staff member applies for work.
